GF Tad CTY OF PORT COQUITLAS -3- "Garbece" means and includes any and all rejected, abandoned or discarded waste, floor sweeping, crockxery, glass or metal ware having contained food, but does not include refuse from contractors or persons renovating, remodelling or building, grass, trees, hedge clippings or other garden refuse, rubiish or vegetable or animai food. "Ashes" means ashes, cinders and the remains of any fuel after such fuel has been consumed by fire and are not hot at the time of collection; and shall be deemed tc include metal tins, bottles, crockery and glass not having contained food. “Trade Haste" means refuse and accummulation of waste and abandoned Raterials from the operation of a trade or business, including paper, boxes and packing cases, wrapping material, sweepings and all inflammabie materials of a like nature other than garbage or ashes. “Household Waste" means general rubbish or any accummulation of waste or discarded materials or things of any kind or nature other than garbage, ashes or trade waste as hereinbefore defined. There shall be excepted from the foregoing expressions "ashes", “household waste", and "trade waste" all noxious, offensive and unwholesome matter or substance which is or might be or become by reason of being vermin or germ infected, dangerous to health, or which, by reason of offensive odour, is obnoxious; and which excepted matter or substance is herein defined as "Noxious Matter". “Householder” shall mean any person occupying any dwelling, habitation or place of residence in the Municipality, but shall not include any person who is merely a boarder, roomer, or lodger therein or the occupant of any apartment house. C2 teal Cone an -4G- (k) "Owner of an Avartrent House" shall mean and include the aceat of such owner. The Council shall establish, equip, maintain and operate a system of garbage collection and disposal for servicing lands and premises within the municipality except as provided elsewhere in this By-law, and the same shall be under the contro? and direction of the City Enginger. Every householder and every owner of an apartment house and every person who occupies any trade premises, shall drovice and maintain in good and efficient order and repair for such cwelling, each dwelling ; apartment house and trade premises occupied or owned by him, three (3) or Tess galvanized iron receptacles (circular in cesign, and provid with a good, sufficient and watertight cover} each of «hich shail not more than eighteen inches in dieneter and twenty-four inches in height. The gross weight of any receptacle is net to excees seventy-five {75) pounds. The receptacles shall be provided and maintaized for garsaege and nothing else, or ashes and nothing else, or household waste, and/or trade waste and nothing else. Receptacles shal? at all times be kept on the prenises of or connected put or encroach upon or project over any street, lene or public place, except when placed on such street or lane for the purpose of coliecticn as Girected elsewhare in this By-law. For the pruposa of coliection, recestacles shall be placed at ground level or on a platform no higher than two (2) feet six (8) inches in height adjacent to and readily accessible from the lane or street or a location designated by the City Engineer.
