‘Prior to passage of the foregoing resolution Alderman Traboulay inquired as
‘to the nature of the amendment, and the City Administrator advised that this was
suggested by the Solicitor due to a problem that arose with the By-law when the
City undertook e-forcement proceedings against the C.P.R. The City Clerk further
explained that the By-law was being amended by the addition 0° Section 3A which
woul prevent an owner from permitting a stream running through his property to bs
polluted,
