A2 - The Terrace Standard, Wednesday, February 8, 1995 Hundreds of millions at stake LAST WEEK Alcan Aluminum put out the strongest hint yet that it might sue the provincial government for compensation over the scrapped Kemano Com- pletion Project. Company president Jacque Bougie told reporters in Montreal that the B.C, government must accept the consequences of can- celing the $1.3-billion hydra- electric project. ‘When a body — whether it be a government or 4 private corpo- ration —- makes a decision, it must accept the consequences of that decision... including com- pensation,” Bougie said, That could mean a lawsuit, the président added, but the company first wants to hear what the Har- court government has to say. Les Holyroyd, public relations manager for Alcan in Vancouver, said the first set of talks were held just days after the Jan, 23 an- nouncement. ‘‘At that mecting we agreed to have exploratory discussions and we agreed ta-set an agenda on what the issues will be, but that’s about as far as we got,’ Holyroyd said, A date has been set for a second MP calls pending native gov't deal ‘undemocratic’. AN IMPENDING self- govemment agreement for Gitksan and Wet'suwet’en na- tives will entrench the hereditary chief system and dismantle elected band councils, says Reform MP Mike Scott. Scott says he understands the agreement is ready for signing this spring, but there is very little information being disclosed about it. He says his main concern is that an . undemocratic system of government will be created. “If the Government of Canada is really entertaining the notion of signing agreements with mative groups and have Indian govern: ment on any basis other than al democratic system, I really ques- tion where we're going as a na- tion,’' Scott said. He said Canada pushes for democratic reforms in totalitarian regimes elsewhere in the world, yet seems to be letting native self govemment evolve in the oppo- site direction, “At home we're going to em- brace and endorse governments that are’ not democratic,” he said. *‘T find that offensive in the ex- treme,’’ Scoit says there has been very litle discussion among people in the Gitksan communities about _ the proposals, Scott says elite Gitksan bureaucrats are already making big money from the negotiation process, and will use self- government to ‘consolidate their own power,” Scott last year fielded com- ° plaints from some Gitksan natives that fishing rights were being handed out selectively and that they were being shut out. “This whole thing is about power and money,” Scott said. “The losers are going to be all the rest of the people in those In- dian communities.” The vast majority. of ordinary people in the Gitksan territories aren’t informed of the proposals, he said, Economic circumstances force many Gitksan natives to be con- cemed with day-to-day living, not complex issues like self- goverment and Jand claims, Scott said, He says those people will not CHINA 1995 May 29 to June 19, 1995 Shanghai, Wuxi, Suzhou, Xi'an, Hohat, Datong and Beijing. Premier Mike Harcourt has said he the question of compensation for Kemano Completion is ‘very, very open.” Harcourt attempted to put the cumpensation issue into the hands of the federal government on the grounds that the deal allowing KCP to proceed was flawed. Federal fisheries Minister Brian saying it was previous B.C. governmenis that insisted the pro- ject proceed. Meanwhile, Alcan is now faced with dismantling what remains of the huge, half-built project. It would have drilled a tunnel through Mt. Dubose to funnel wore water into a powezhouse. Asked if Alcan has any idea what it will do with the huge hole in ground, Holyroyd said: “No. I guess that’s the ans- wer."? The company has more than $100 million worth of mobile and other equipment sitting moth- balled and five work camps.
