That Council allocate an initial cost of $18,099.05 (GST inclusive) from the 1994 Environmental Protection Capital Fund to purchase 500 Earth Machine home composters, 500 Wingdigger Compost Aerators and 500 copies of User's Guide, The City will be recovering $1,184.05 from GST rebate and generate a revenue of $10,965.00 from the sales of the composters, aerators and User's guides. *« =e That Council allocate $1,000.00 from the 1994 Environmental Protection Capital Fund for advertising and promotional purposes. BACKGROUND & COMMENTS: 'Tonder packages were sent to six composter suppliers and two bids were received as shown on the attached table. The lowest bid is from Erotainor Sales at the tendered price of $14,445.00 (including GST) for supplying $00 Earth Machine home composters, Ecotainer Sales also quoted on the Wingdigger Compost Aerator at the tendered price of $3,519.74 (including GST) for 500 aerators. The City will be recovering $1,184.05 from GST rebate for the purchase of the composters, aerators and User's guides. It is recommended that an Earth Machine home composter, a Wingdigger Compost Acrator and a User's Guide be sold to residents as a complete composting package for $30.00 (all taxes included). This package is to be sold through local retail stores (i.e. Art Knapp, Reid's Hardware, etc.) and the retailer would bo reimbursed $5.00 per package for their administration and handling costs, The City will generate a revenue of $10,965.00 from the sales of the composting package resulting in the City conmibution to the 1994 Backyard Composter Distribution Program of $5,950.00.
