BY-LAWS: Moved by Alderman Keryluk: Seconded by Alderman Laking: That the third reading of By~law No. 1691 be deferred pending further advice from the City Solicitor and the Minister of Municipal Affairs: AND THAT the Union of British Columbia Municipalities be advised of the matter. Alderman Mabdbett asked that the item concerning the Piggery Operations in the Devon Road area be brought forward for discussion at this time. From the City Administrator, August 24th, 1979 advising receipt of complaints regarding three piggeries on Devon Road which have been emitting a strong odour. The City Administrator advises that because of the conflict between agriculture and urban areas an Agricultural Environmental Control Committee has been formed. Complaint forms are available and the City Administrator recommends that affected residents complete the forms and forward them to the Committee for investigation. -Discussion then ensued. Aldermen Mabbett and Keryluk stated the farmers are following the health regulations and the piggeries they visited were clean. Alderman Traboulay advised he lives in the area and some regulations must be imposed to ensure the odor: does not occur. Mr. J. Sullivan, owner of a piggery at 3551 Devon Road stated he empties the holding tank in the early morning when it was still foggy and any heat of the day would make the odor rise and disappear. Mr. B. Walton, 3450 Handley Crescent, asked how often the holding tank was emptied at Mr. Sullivan's farm and Me. Sullivan advised it was emptied evéry two months. Mrs. A. Kelly, 3676 Hamilton Street, stated in her opinion the area in which she lives has a greater odor than around the farm itself. Mr. S. Lindorff, owner of a piggery at 3323 Devon Road, states he follows all the health regulations and would be open to suggestions. Mr. R. Watt, owner of a piggery at 3620 Devon Road, stated he is following regulations more strictly than required and is always trying for improvement.
