Following a year’s organi- zational work, the library's GO B.C. application for one-third of a $1 million expansion: project was . filed in November 1989. In April 1990, however, Mayor Jack Tal-. stra announced the. city intended to take a $4.5 million community convention centre: to referendum - during the November election and the library referendum would have to wait until 1991. In May 1990 the library board was told by a B.C. Lottery official . that their application had been put on hold in favour of the com- munity convention centre. In _ February 1990 the city said a better cost sharing arrangement was needed between the city and | the“ regional ‘district. before the | _ library expansion could go ahead. In July 1990, faced with a stalled -community _ convention’ centre, the city agreed to endorse an updated GO B.C. library appli- ‘cation. Last Friday, Chrysler learned the application has never | ‘been reinstated. On Saturday, March 28 the regional board gave first ‘two readings to a bylaw _ outlining a new cost sharing form- ula and approving a referendum.
