But the road leading to the legislation
was filled with intensive lobbying of MPs,
local campaigns to have municipalities, cit-
ies and regions declared nuclear-weapons
free zones and meeting and lecture tours
around the country, he noted. ae

“You can do it here too,” he told the
audience, “but it must be a campaign that is
continuous right up to the federal election.
And you will need paid staff, leaflets, films,
buttons — everything that is available to
take the issue to the public. :

“T don’t think Canadians are a lot differ-
ent from New Zealanders in their desire to
be nuclear weapons free,” he emphasized.
“But the job is bigger here because the
nuclear infrastructure here is much more
firmly established.”

Ross emphasized the importance of
nuclear weapons free zones — in countries
such as New Zealand and Canada as well as

the Arctic region and the South Pacific
— as a means of “rolling back the nuclear
weapons to their country of origin.

“If we can do that, we can lessen the
danger of nuclear war,” he said.

He also noted that while the banning of
nuclear weapons was the central issue in the
campaign in New Zealand, the events sur-
rounding the nuclear free declaration have
also raised the issue of New Zealand’s role

_in world alliances.

“It was the nuclear free zone that
attracted most people — getting a nuclear
free home, a nuclear free community and a
nuclear free country,” he said. “But people
are also discussing the need for New Zea-
land to play a different role, a role as a
peacemaker.”

It was for that reason that the Nuclear
Free Zone Committee recently changed its
name to the New Zealand Nuclear-Free
Peacemaking Association, Ross noted.

He added that Canada could also “play a
brilliant role as a peacemaker — even more
than New Zealand because of its strategic
location.”
