BACKGROUND: The subject Rezoning and Development Permit Application is for the construction of a 48-unit apartment building in the Fraser/Flint Apartment Area. City Council gave Third Reading to Amendment Bylaw No. 2835 on October 18, 1993. ‘The applicant has submitted the attached letter requesting an extension of his application until October 18, 1995 due to current unfavourable market conditions.
