Without restricting the generality of section 252, the council may by bylaw provide the whole or a part of the premium for (a) a contract for medical services provided oa a group basis for employees or employees and their dependents; —(b)a benefit, accident, sickness or life insurance policy i insuring employees of the municipality O0 a group insuraace basis against accident, sickness or death; .
