Advertising signs which are in full compliance with the Sign Bylaw are proposed, or in the case of signs attached to the buildings, when located within specified sign bands or other pre-designed sign areas. A Development Permit however, is required for any now sign er alteration to a sign, other than a text change, when a Development Permit has been previously applied to a property and that Development Permit regulated signs as part of the overall development. 2. Development Permit Areas Designa Designated Development Permit Areas are shown on Schedule "C" of the Official Commumity Plan. 2.1 Mary Hill Industrial Estate - Development Permit Area I The Mary Hill Industrial Estate includes land between the C.P. Rail Yards south of Pitt River Road with an irregular boundary along the west side, as shown on the map entitled "Development Permit Area I". Within the Mary Hill Industrial Estate, the City is implementing a development permit system for properties fronting onto the Mary Hill Bypass and Kingsway Avenue. Pursuant to Section 945 (4) (e) of the Municipal Act, the area shown outlined on the Official Community Plan Map, Schedule "B" is designated as the Mary Hill Industrial Estate Development Permit Area. The objectives that justify designation of the Mary Hill Industrial Estate and more particularly, properties contained within the development permit area are: (a) Emphasis of the Plan is to provide a good image of the community, to traffic passing through the industrial estate. (b) Image of the area being promoted is clean well designed buildings. The plan is to encourage new businesses to locate in the area, emphasizing generation of employment. general conditions which justify the designation are: Screening the view from neighbouring residential areas Protecting the view plane from Mary Hill residential area Presenting an image of orderliness and prosperity to traffic on the major streets passing through the industrial area.
