THE CORPORATION OF THE CITY OF PORT COQUITLAM MEMORANDUM HAY 25 1987 TO: City Administrator May 21, 1987 FROM: City Engineer SUBJECT: Replacement of Water Main In Mary HII! Road Public Works Committee May 19, 1987 Recommendation: That the Engineer be authorized to replace those sections of water main under the Mary Hill Road construction which are lald over peat and that the necessary costs be taken from the unallocated fund for water malin replacement In the Water Utility Capital Budget. Background and Comments: The 1987 Water Util ity Capital Budget includes an amount of $80,000 which is shown as unallocated. This amount was set aside because It was anticipated that there might be some water mains which needed to be replaced once we started on the road construction program. Our past experlence has been that some of the oid water mains are constructed too high and have a very rigid type of JolInt which cannot accept any movement of the pipe without cracking. The construction of Mary Hill Road startad on May 19, 1987 and we immediately discovered that a portion of the water main is lald over a layer of peat which varies In thickness up to approximately. three feet. It [Ss not practical to excavate this layer of peat without causing damage to the water main. 1+ willl therefore be necessary to replace certaln sections of the water main as construction progresses. Test holes are being dug now to determine the extent of the peat layer. Until this Is known and a replacement design has been completed, It Is not possible to determine exactly what the length of pipe to be replaced Is nor what It will cost. However, it Is anticipated that the cost will be only a fraction of the amount which Is Included In the budget. We will inform Counc!! of the estimate as soon as the design has been completed. In the meantime, we are proceeding with design In anticipation of Counci!!s approval of the recommendation of the Public Works Committee.
