Peters, City Engineer SUBJECT: Shaughnessy/Lougheed Intersection Public Works Committee, October 20th, 1981 RECOMMENDATION: : That the Department of Highways be requested to provide two left-turn lanes in the northbound direction on Shaughnessy Street at Lougheed Highway. BACKGROUND AND COMMENTS ; The Public Works Committee had been asked to consider further solutions to the problems of traffic turning on Fraser Avenue. One of the reasons that traffic is turning on Fraser Avenue is because there is not sufficient left turn Capacity in the nortnbound | direction on Shaughnessy Street. Rather than wait for two or three cycles for the left turn signal, people go straight through the inter- section and then come back southbound to make a right turn onto the Lougheed Highway. . There is no technical reason why one of the through lanes could not be made into an additional left-turn lane. Depending on the proportion of traffic making the various different maneuvers, it may be necessary for the additional left-turn lane to also operate as a through lane. If this is the case it would be necessary to change the sequence and Operation of the traffic signal controller to eliminate the phase which allows two Opposing left turn movements to take place at the same time. . The disadvantage of a dual left-turn lane is that it can be expected to create additional accidents at the intersection because of a conflict between the two lanes. This additional risk is normally accepted in return for the additional capacity which is provided by the dual left-turn lane. The operation of this intersection and traffic signal is entirely within the jurisdiction of the Department of Highways. Therefore, if we agree that it would he des'‘~-able to have a dual left- turn lane, we would have to approach the Department of Highways and request that they undertake the work. Department of Highways policy is that the City pay a Proportion of all costs at intersections
