ITEM £ Ret Temporary Parking Restrictions on Kitchener & Lancaster During Opening Sales of Poco Place Shopping Centre As requested by Council, the Committee discussed the advise- abllity of providing some type of parking restriction on the two streets adjacent to the Poco Place Shopping Centre in order to protect the residents during the opening of the shopping centre until Christmas time. One of the major problems in dealing with the situation is that the biggest demand for parking space prior to Christmas would be in the evenings and on Saturdays and this is precisely the time when resi- dents may wish to use on-street parking themselves. It is therefore not practical to simply eliminate parking on these two. streets during daylight hours and it may not be desirable to completely eliminate parking at all times. The possble restriction of parking on the street to residents only is not practical for several reasons. In the first place, the City has no authority to make such regulations since the street is a public street and cannot legally be reserved for private use. And the second place, such a restriction would also eliminate guests of the residents. Finally, enforcement of such provisions would be a major headache for the City as we would have no clear indication of which cars belonged to resi- dents or guests of the residents. The creation of a two-hour parking zone also is not expected to work since the majority of the shoppers would not be expected to stay more than two hours in any case. The Committee feels that the only solution which will provide 4 measure of relief for the residents would be co install parking restric- tions on one side of the street only so that there is some parking available but the street would not be completely blocked. The Committce recommends that we be ready to install these on short notice but that they not be insta.led until the residents themselves have requested them. F.E. City Engincer,
