Iditional Advance Voting € wat The Bylaw provides the Chief Election Officer with the authority to establish additional advance voting opportunities. The actual dates are not listed under the Bylaw but are brought forward by recommendation (see Recommendation #6). (section 98(1)(a)(b)) The Act designates that at least two advance voting opportunities must be held and that one shall be one the tenth day before a general voting day (Wednesday, November 10th, 1993). The second advance voting opportunity will be Saturday, November 13th, 1993. The voting times are from 8:00 am. to 8:00 pm. Traditionally, the City has provided advance voting opportunities in the week prior to the election and these have been scheduled for November 16th, 17th, and 18th, 1993, from 8:30 a.m. to 4:30 p.m. (section 97(2)(a)(b) and 98(1)(a)(b)) Number of Scrutineers at a Voting Place The Bylaw provides that one scrutineer per ballot box per polling station be adopted. Council could designate more than one scrutineer per box, however, one scrutineer per box could potentially mean 27 scrutineers at one polling place. (section 110(2)(d)) Resolution of Tie V rer Judicial Recount The Bylaw regulates that, in the case of a tie after a judicial recount, the tie vote will be resolved by "Lot". Alternatively, another election would be required at the expense of the Municipality. (section 141(1)) ; Options Excluded From Elections Bylaw The following options are available through the new legislation but have not been included in the Elections Bylaw: 1. Mail Ballot: Council may permit both mail voting and elector registration by mail. This option is provided for electors who have a physical disability, illness or injury that affects their ability to use other available voting opportunities. Given that there are so many new requirements in Bill 35 and little time to implement them, it is not recommended that they be used in 1993, but that this section be further explored for the 1996 election. At a recent meeting of Chief Election Officers, there was unanimous agreement that the above recommendation be put to our respective Councils. (section 100) : The Local Elections Reform Act, 1993 allows for the use of voting machines and a number cf municipalities will be doing so. Time and cost prevent he use of these machines during the 1993 Election; however, the use of these voting machines should be investigated as an option for future elections. (section 102) Voting Divisions: Bill 35 requires municipalities with a population of 100,000 or more to have voting divisions and is discretionary for municipalities under 100,000. (section 103(2)) lA
