Prosposal Re: Message Centre on Coquitlam Avenue at Shaughnessy
and Lougheed, Port Coquitlam.

Dear Sirs

First Capital Leasing Lid. proposes to supply, install and maintain a deccrative
information centre in the City of Port Coquitlam.

Tne artwork enclosed, illustrates the completed structure which features the
coat of arms of the city of Port Coquitlam at the top of the structure. The
structure will also display prestigious corporate logos.

The electronic message centre will display a mix of commercial and community
massages. Twenty percent of the time will be dedicated to the City of Port
Coquitlam for community messages and service clubs at the discretion of the
City.

The City agrees to provide the location on the un-opened portion of Coquitlam
Avenue for a period of twenty Years at one dollar per annum with an option to
renew on a year to year basis

First Capital Leasing will insure, maintain and operate the display, assuming
all expenses with no cost to the City.
