Alderman Mabbett stated his understanding that when the Theatre on Shaughnessy Street was remodelled, the City would have the use of the adjoin- ing lot at the corner of Shaughnessy Street and McAllister Avenue for parking during the day; however, the theatre has been operating for a month now with the lot being used for all-day parking, and the City Clerk advised that he would endeavour to have a formal agreement between the theatre owner and the City completed as soon as possible in order to permit the enforcement of the standard 2-hour downtown parking regulations. Alderman Mabbett feferred to the unsatisfactory situation at the West end of Kingsway on both sides where garbage is not. being placed in proper con- tainers, and the Works & Utilities Superintendent agreed to his request to apprise the owners of the business enterprises concerned of the City's policy in that regard. Alderman Mabbett referred to the "user" problem at the McAllister Avenue-Shaughnessy Street park, and suggested that this be discussed with the R.C.M.P.; however, Alderman Thompson stated his understanding that the problem had been alleviated somewhat due to increased police surveillance and Mayor..Campbe11, commented that the inclement winter weather may discourage this annoyance. Alderman Traboulay commended Mayor Campbell for his support of the Greater Vancouver Regional District when he appeared on a recent television show with Alderman Bonnie Schrenk of Surrey. Alderman Traboulay, reporting for the Family Division Committee of School District No. 43 (Coquitlam), advised that an additional Court Worker and a Juvenile Probation Worker have now been provided for che area, and that he wished to express his appreciation to M.L.A. George Kerster for his support in terms of improved accommodation for Cour Workers, Clerical Staff, etc., at the Justice Building. Alderman Traboulay advised of proposed legislation for facilities in which to place, under strict custody, those juvenile offenders whose behavior is dangerous to others, and he stated that the present detention centres in Burnaby and Victoria will require additional capacity therefore with a number of other such centres to be developed throughout the Province ~- all providing for educational, recreational, and other needs of this type of juvenile. /9.
