A6 - The Terrace Standard, Wednesday, July 23, 2003 More work still ahead for new road to Kincolith Extra gravel to be added, highways officials determine By ROD LINK SEVERAL HUNDRED thousand dollars worth of work remains to be done on the-$33- million new road connecting the coastal village of Kinco- lith at the mouth of the Nass. River with the rest of the Nass Valley. ‘Opened late last year to traffic, transportation mini- stry officials subsequently determined that 13km needs more gravel on it, says ministry — official George Lomas. “He estimates that 15,000 .cubic metres of material will. be needed with a cost of $100,000. to Call for SCI sale probe renewed By JENNIFER LANG B.C. NDP leader Joy Mac- Phai!l will be asked to press for a public inquiry into the sale of Skeena Cellulose to NWBC Tim- ber and Pulp, the company that owns New Skeena. The Kitimat Stikine re- gional district board reached unanimous agree- menl, after receiving a let- ter in June from Premier Gordon Campbell turning down the board's request for an inquiry. “Since we haye not re- ceived satisfaction from our. governing party, we need to.go to the oppasi- tion and have them carry the ball for us,” Area. E (Thornhill) director Less Watmough said. Pointing to a couple of errors in the premier’s let- ter, Watmough-— says Campbell “obviously doesn’t know the details of the sale or the history of that company.” Watmough has been calling for a public inquiry into the sale, a request that’s earned the backing ' of the regional district board, Watmough maintains the company had about $10 million in inventory at the time it was put up for sale. NWBC Timber and Pulp purchased the com- pany from the province for just $6 million plus $2 million to pay creditors, even though the provincial government had previously put in hundreds of millions of dollars into Skeena Cel- lulose. The premier’s letter turning down the request for a public inquiry leaves the board with few other options. “To do a public inquiry, you have to go to the premier,’ Watmough ex- plained. Campbell's letter~ said the sale of Skeena Cellu- lose posed a difficult.chal- lenge for the provincial government. ; Campbell also criti- ‘cized the former NDP. pro- vincial government for the - way it handled Skeena Cellulose, referring -to “almost a decade of gov- ernment misappropriation ~ programs that didn’t work, didn’ respond to the needs of communities and didn't recognize the chal- lenges the marketplace was presenting.” The Kitimat-Stikine re- gional district is also try- ing.to find out if current enterprise minister Rick Thorpe, or one of his depu- ; ty ministers, was in con- flict of interest over the April 2002 sate of Skeena Cellulose. Watmough said Thorpe is ultimately responsible for the decisions his depu- ty minister makes, “He is where the buck stops.” prepare the material and another $100,000 to put il down. The money isn’t strictly part of the project cost bul is contained within a con- tingency amount set aside, said Lomas. “It's there,” said Lomas of the money. “It was identified. last year,” he said of the gravel defi- ciency. The alliance concept means that while the part- ners may share in any benefits, they also share the risk of extra costs. - Lomas “and. another transportation ministry of- _ ficial, Don Ramsay, char- acterized the matter of ° dividing up the gravel cost as a negotiation issue be- tween the three partners. “Nobody’s angry. It’s a matter of determining where: the money comes from,” said Ramsay. The 29km road to Kin- colith leads off just outside of Greenville in the Nass Valley which had been the end of the Nisga’a high- way, The road is rated at 50kph, rises high above the Nass River in some spots and right beside it in others, providing speclacu- lar views along the way, _ Connecting the approx- ‘imately 400 residents of «. Kincolith with the rest of ‘the Nass Valley has been a long-standing desire of the Nisga’a in the Nass. . -An official opening cerem- ony was conducted in May.
