In Asia, Korea is still divided due to the occupation of foreign troops and not due to the rivalries between ‘‘two blocs’’ or between ‘two superpowers’’. The. fact that Taiwan, Hong Kong, Macao have not been brought back to China is not due to these rivalries. A part of the Indian territory is still under occupation and this is not because of these rivalries. The aggressive war against Vietnam in the past 30 years was waged by colonialism and im- perialism, and not due to the rival- ries between two superpowers. Recently it was Peking, the Asian hegemonism, that invaded Viet- nam and is threatening to invade Laos and attempting to restore the genocidal regime in Kam- puchea, and it is not because of the rivalries between two super- powers or two blocs. As has been pointed out in the program for Peace and Inter- national Cooperation adopted by the 1964 second conference of heads of state of governments of non-aligned countries in Cairo: . “Imperialism, colonialism and neo-colonialism constitute a basic source of ‘international tension and conflict because they en- danger world peace and security.” The state of economic backwardness, stagnation and de- terioration of almost all develop- ing countries is not due to the con- tentions between the two blocs or ... two superpowers. The De- claration on Non-Aligned and Economic Progress issued by ... the non-aligned countries in Lusaka stressed that ‘‘the persis- tence of an inequitable’ world economic system inherited from the colonial past and continued through present neo-colonialism poses insurmountable difficulties in breaking the bondage of pov- erty and shackles of economic dependence.” ... what is going on in these parts of the world is the staunch struggle waged by thousands of millions of people in the world against imperialism, colonialism, neo-colonialism, Zionism and apartheid, for political and economic independence, for peace and security of all nations, and not the disputes between two superpowers or two blocs. . The allegations that the strug- gle waged by the world people is just caused by rivalries between two blocs or two superpowers are aimed at deflecting the non- aligned movement from its objec- tives. Imperialism and: reactionaries have distorted the struggle waged by the peoples of countries, alleg- ing that this is because of disputes between the two blocs or two superpowers, so as to find pre- texts to oppose and sabotage the revolutionary movement of the. peoples of the non-aligned coun- tries. Therefore while staying out- side blocs, we must resolutely struggle for our objectives ... for peace, national independence and sovereignty over natural re- sources. It is natural that there still exist differences among non-aligned countries. Moreover, any dif- ference and dispute should be set- tled through negotiations in a spirit of respect for each side’s national rights, and solidarity for the sake of the common interests. Any problems that could not be solved should be temporarily put, aside so as not to. allow enemies to take advantage and divide and weaken our movement. U.S. FIRM TO BUILD SOVIET AIRCRAFT WASHINGTON — The ICX Aviation Corporation has just con- cluded an agreement to manufacture in the U.S. a modified version of the Soviet Yak-40, a three-engine, medium range commercial aircraft. The firm will build a $150-million plant in Youngstown, Qhio which will create 5,000 direct jobs and support another 20,000 workers in ancillery industries. The firm will build 144 units per year starting in 1981 — or 2,000 during the full 20-year license agreement. Fullest support to Vietnam is pledged By FILS DELISLE Tribune Berlin Correspondent BERLIN — The Communist and Workers’ Parties of 10 socialist countries have pledged their ‘‘fullest support’ to Viet- nam against Chinese aggression. The pledge was contained in a statement issued here this past week by delegations of the Com- munist and Workers’ Parties of Bulgaria, Hungary, Vietnam, the GDR, Cuba, Laos, Mongolia, Po- land, Czechoslovakia and the USSR. The delegations consisted of secretaries of the various par- ties which meet annually to dis- cuss international and ideological questions. A Romanian delega- tion was also present but did not sign the declaration of solidarity the Vietnam. The declaration also expressed support for the liberation strug- gles of the Arab peoples, Nicaragua and southern Africa. The Romanian delegation joined with the other representa- tives in a separate statement sup- porting the SALT II agreement. The statement emphasized the need for wider dissemination of the achievements of socialism and declared: ‘‘The deéter- mination and consistency of the countries of the socialist com- munity, as well as their foreign policy based on principle, play an outstanding role in preventing a new war, in the strengthening of international security and the further development of the pro- cess of relaxation of tensions.”’ In the document on Vietnam which Romania did not sign, the communist representatives de- clared: ‘‘In the name of their par- ties they called for the fullest sup- port for the Vietnamese people, which has given a decisive rebuff to Chinese aggression, in its struggle for peace, national inde- pendence, sovereignty, territorial integrity and socialism. They. consider it necessary in the future also, to .conduct an effective movement of all-round support for the Vietnamese people.’’ The declaration denounced the ousted ‘‘tyrannical regime of Pol Pot’’, greeted the new Kam- puchea, said the Kampuchean people now had a legitimate rev- olutionary government of their own, and added, ‘‘the hegemonis- tic great power aims of Peking, Which imperialism makes use of in its struggle against socialism, represent a menace for the sec- urity of all the peoples, especially the. peoples of Southeast Asia, and are in gross contradiction to the interests of the Chinese people themselves.”’ .
