anticipated and must recover the cost of the storm sewer through taxes
whether it rains or not.

If the demand on the pump stations had not occurred jn the
peak season, but rather in the off-peak season, then the minimum would
be $11.09 per month and not 56% of the highest demand charge in the
preceding peak period. This is because summer loads can generally be
accommodated without placing a strain on the System or requiring
additional generation or transmission Facilities.
