( “ay July 12, 1993 Dear Friend of KAON: I know that you have probably already seen the recent article in the May 17, 1993 edition of MacLean’s magazine that suggested the Federal Government has a secret agenda that would allow the TRIUMF-KAON Project to quietly die. Needless to say, the British Columbia Government finds this report very disturbing. As you are aware, two successive British Columbia Governments, over the past six years, have expressed their commitment to KAON. The current government has committed to pay one-third of capital costs, as well as a portion of the operating costs (in the form of hydro write-offs) in order to ensure that this Project - so vital to the interests of the Province - becomes a reality. In making financial commitments of this magr..:ude, our government has committed more provincial funds toward a National science project than has any other provincial government in our country's history. If KAON is to be built however, active and substantial federal financial participation is required. The TRIUMF-KAON Project, supported by both business and labour, 1s expected to generate industrial production spin-offs totalling more than $1 billion and supply as many as 17,000 person years of construction work. When fully operational, KAON will employ 1,900 people. As you no doubt realize, the struggle to get the Federal Government to give priority to British Columbia's needs in relation to KAON has been a difficult one. Virtually alone in her attempts to get her Federal Cabinet colleagues to support KAON, Kim Campbell seemed to be swimming upstream. Last year the Government of Canada took the position that it would not negotiate federal contributions to KAON operating costs contributions until foreign capital commitments were absolutely secure. As a consequence of this federal hard-line position, representatives of both governments have spent the past year trying to round up international support.
