which would be the primary vehicle for implementing a regional strategic plan. Appendix B contains a first draft of of an agreement with a municipality. Similar agreements would be made with provincial ministries such as the Ministry of Transportation and Highways and with federal agencies such as the Vancouver International Airport Authority. The former Development Services and Transportation Committee had approved a process for public comment on the Task Force report which was altered by the decision to hold the 27 March Council of Councils meeting. A number of public submissions have been received and forwarded to the Strategic Planning Committee, and the intention was to supplement this input by holding an evening meeting of the Board to hear delegations on whatever course action the Board will be considering. If the Board agrees with the option being recommended in this report, it would be appropriate to hold such a meeting in conjunction with the circulation of the Bylaw to municipalities. ._ Options (a) The Board could take no further action on the establishment of an enhanced regional strategic planning mandate and await the outcome of the review of regional planning and governance being conducted by the Minister of Municipal Affairs, Recreation and Housing. (b) The Board could adopt a resolution describing the regional strategic planning process it intends to follow pending clarification of provincial policy on the regional planning role of regional districts. (c) The Board could ask the Lieutenant Gevernor in Council to pass a regulation authorizing the Board to adopt an Extended Service Establishment Bylaw, subject to later approval by participating municipalities. Although the Board's Solicitor advises that this would be the normal procedure, staff believe that in this case the Province and the municipalities would be more comfortable with a process which determines the level of municipal support prior to requesting the necessary authority from the Province. (d) The Board could give initial approval to an Extended Service Establishment Bylaw establishing the enhanced regional strategic planning mandate and circulate it to municipalities for approval by resolution. This is the recommended option. (e) The Board could circulate the proposed Extended. Service Establishment Bylaw to municipalities at the same time as it circulates the proposed Livable Region Strategic Plan, so that municipalities can evaluate the content of the plan at the same time as they consider the means of adopting and implementing it. The Livable Region Strategic Plan is scheduled for circulation to municipalities in July of 1993, so its consideration by councils will inevitably overlap with the circulation of the bylaw under the recommended option. It would be advisable, however, for the Board to follow up from the Council of Councils on the mandate question in a timely way so that municipalities will have the maximum opportunity to review the proposal either on its own merits or in conjunction with the Livable Region Strategic Plan. Financial Implicati Establishment of the regional strategic planning service described in the Extended Service Establishment Bylaw would require work which is not now being done by the Strategic Planning Department.
