Development cost charges (DCCs)

The concept of DCC's is to have new development assist the city in off-setting the cost of capital
construction or upgrading of infrastructures. The City has recently revised all of our development cost
charges and the proposed capital plan reflects the new DCC program and the assistance from new
developments towards capital projects.

Equipment replacement

The proposed CIP includes the planned replacement of vehicles and equipment. These replacements
are funded through annual charges made to the operating budget transferring funds to equipment
replacement reserves to fund the eventual replacement of equipment.

Extraordinary building maintenance

The proposed CIP includes the planned replacement of critical elements on city buildings. Similar to
equipment replacement, charges are made against current operating budgets to cover the cost of future
replacement of critical components on city buildings. Items funded from this reserve account include
roofs, arena boards and major (over $10,000) replacement of mechanical or structural components of
buildings
