Kirk DATE: May 11, 1990 City Administrator FROM: Environmental Protection Committee RE: Curbside Recycling Programme (Environmental Protection Committee Meeting May ll, 1990) RECOMMENDATIONS: THAT the City implement a programme for the weekly curh side collection of recyclable materials; AND THAT Council accept the proposal from International Paper Industries (IPI) as the lowest cost option for the provision of a weekly curb side recycling collection service; AND FURTHER THAT City staff be authorized to prepare a contractual agreement with IPI for the provision of a weekly eurb side collection of recyclable materials from single family and multi family residences in the City. BACKGROUND AND COMMENTS: A comprehensive review of alternatives pertaining to the collection of recyclable materials has been completed by the Environmental Protection Committee to determine the most appropriate means to implement a curb side collection programme within che City of Port Coquitlam. Although the Committee is presently concentrating on curbside collection, future consideration will be given to the establishment of a centralized depot for recycling of specialized wastes such as car batteries. Annual costs for three options are summarized in the attached table for comparison purposes. Option A is for collection by City crews from single family dwellings only. Option B is for contracting with IPI for collection from single family residences only. Option C is for contracting with IPI for collection from both single family and multi family residences. The collection from multi family residences by City crews has not been included in the comparison primarily because of the difficulty staff has encountered in determining what collection system could be utilized due to a lack of experience in the Region on the part of public sector collection crews.
