MEMORANDUM — MAR 24 1980 Mayor and Council March 21st, 1980. L.D. Pollock, City Administrator Kinsmen Community Building # For some time now the Kinsmen Club of Port Coquitlam have been interested in constructing a community building with their own funds for community use. The club is now at a point where they can secure financing and have had ongoing discussions with our Recreation Committee to work out details of a possible lease or use of City owned land on which to construct. the building and a basis of joint operation of the facility, Preliminary plans have been prepared and discussed with the committee and the plan is for a building of approximately 5000 sq. ft. plus office, kitchen and storage space. The most favourable location would appear to be on the corner of Aggie Park near Coquitlam Avenue, The Kinsmen would finance the total construction cost of the building and turn the building over to the City and in exchange would expect certain free use of the building for their club use or for their community activities. The Club may be eligible for financial assistance under the Recreation Facilities Fund. As part of the City's comaittment the Club would expect the City to cover the operating cost of the building. The Club would like a committment from the City at this point on acceptance of the building and some agreement on joint operation. In this regard we have prepared a draft of an operating agreement between the City and the Kinsmen. I would emphasize that this is a rough draft based on some of the discussions between the club and the Recreation Committee and will be subject to a certain amount of refinement. The Kinsmen Club have some knowledge of the contents of this agreement, however they have not had the opportunity of perusing it and offering their comments on the final draft. The Kinsmen will have representation at the Council Meeting of March 24th, and wish to discuss the project further with the Council, 1f Council is in agreement with the project they would appreciate a resolution of support in order that they may proceed further with the design of the tuilding and other detadls.
