ITEM IIlt Re: Newspaper Boxes Throughout City At the May 16th, 1977 Council Meeting it was agreed that the Public Works Committee would meet with representatives of the three newspapers to discuss the litter problems around newspaper boxes. The Committee met with Mr. Lebar of the Columbian, Mr. McNair of the Province, and Mr. Commeau and Mr. Tubbs of the Sun. The representatives pointed out the following: 1. Experiments are being carried out with the use. of plastic binder twine, but they are not hopeful that this will completely replace the wire presently used to bundle the news~- papers.,, 2. Some: attempts have been made to place the boxes on the boulevards or in the yards of the paper boys individual residences. Problems have been experienced with the boxes being removed with the regular garbage pickup, with neighbour complaints, and with the early morning truck deliveries. 3. Each of the newspapers sign a contract not with the paper boy but with the parent or guardian. The contract prévides for the paper boy (and therefore the parent or guardian) to be responsible for cleanup. In addition to this the delivery truck driver unofficially keeps the box and box area cleaned up although is not specifically responsible for doing so. "4, No municipality has demanded that all newspaper boxes be removed from public road allowances. 5. The newspaper representatives suggested that com- plaints regarding littering be forwarded to City Hall and the City Hall could then forward the complaint onto the appropriate circulation manager. The Committee feels that if the respective newspapers are informed of untidy conditions an effective effort will be made to clean the situation up. ITEM IV A request has been received from Mr. Apel to develop several lots on the west side of Ulster Street north of Essex Avenue, He is not in a position to proceed by being required to install all the services and constructing the entire width of Ulster Street.
