Mayor Campbell has advised us of his concern respecting the possible involvement of “Council members in the recruitment and employment of City staff and also with the possible “involvement of Senior Staff members in the selection of personnel for other than their own Departments. Mayor Campbell has suggested that a policy statement be formulated in this regard and the following, having been reviewed by Mayor Campbell, is presented for Council discussion and approval: “POLICY STATEMENT RE EMPLOYEE RECRUITMENT 1. A Council Member shall not recommend any person for employment by the City of Port Coquitlam. A Senior Staff Member shall not recommend any person for employment by the City of Port Coquitlam except where such recommendation is made in the normal course of the Senior Staff member's duties. A Council Member shall not knowingly permit his name to be used as either a business or personal reference by any person seeking employment with the City of Port Coquitlam. A Senior Staff member shall not knowingly permit his name to be used as a personal reference by any person seeking employment with the City of Port Coquitlam. A Senior Staff member may permit his name to be used as a business reference provided that the Senior Staff member has had a pervious bona fide business relationship with the person seeking employment with the City of Port Coquitlam. If, in the submittal of an application for employment, the name of a Council ‘Member appears as either a business or personal reference, such appearance shall be entirely discounted and ignored in the consideration of the person for employment and the staff member considering such application shall not contact the Council member named. ~eoeceeCont'd.
