The Terrace Standard, Wednesday, October 19, 2005 - A13 Airport expansion project | should start next month — ° By ROD LINK WORK ON the Northwest Regional ‘Airport’s terminal expansion should start by the end of: November, says its manager, Laurie Brown. | _: Contractors interested . in bidding on ‘the project, | which includes space to meet _ new federal baggage screen- ing requirements, met with airport officials. last week and are being ask to get their proposals in by Oct. 28. “We’ll’ need a_ week, week and a half to look at the numbers and we hope to . have someone selected who "can start perhaps by Nov. 15 » -or at the latest, the end. of November,” said Brown. * The Canadian Air Trans- port Security Agency. (CAT- Miners keen on coal port IT’S A mistake to automati- cally assume Fortune Miner-- vals wants to ship. anthracite coal from its Klappan prop- erty through a shipping ter-_ minal it is now trying to buy, ° says a company official.» ‘ Julian Kemp says its plans ‘to develop the Klap- pan coal fields are indepen- dent of its bidding tobuy the . - state-of-the-art Ridley Ter- minals coal handling facility in Prince’ Rupert. “We believe in the value - of Ridley and the value of coal. When.we started this [bidding] process two years ago, nobody wanted Ridley ‘and now everybody does,” he said. By ' But Kemp did add the greater the tonnage that might.come out of the Klap- pan, the more likely it is to: have it exported out of. Rid- ley. «Its Klappan development plan lays out two shipping scenarios ~ one to truck the : coal from the Klappan area ‘out to Hwy37 and then to ‘Stewart and the other to put... i. it on-rail and have it trans- ‘ported to Prince Rupert. . . “The. larger production levels reached mean that at ‘some point Stewart would ‘reach a limit. And beyond ‘that limit it would -make ‘sense to put the coal on rail . ‘and ship it to Prince Rupert,” ‘said Kemp. A rail transportation op- ‘tion would mean construct- “ing a line from the Klappan ‘area, perhaps ona right of way constructed by B.C. Rail but never used, south to join up with the east-west CN line. Generally speaking, any: annual shipment plan above three million tonnes a year could trigger the ~ all- rail: ‘transport option. ' A feasibility study re- ‘leased Oct. 3 suggests there . - are enough proven and prob- able reserves to- support an operation of anywhere from 1.5 to 3 million tonnes’ a year. Ridley Terminals, an un- der utilized coal exporting facility, has never reached ~ _ its potential of 16 million tonnes a year. Owned .by the federal government and a peren- ‘nial money loser and put up ‘for sale several years ago, Ridley has become a battle- . -ground for western Canadian - ‘coal producers. A group of them, some . of whom also made bids for Ridley, don’t want the facil- ‘ity sold to Fortune, saying ‘the burgeoning coal trade to Asia is too important to have . it fall into the hands of a pri- vate operator. They’ re also worried For- tune and a Vancouver-based ‘partner it has lined up for the ‘Ridley deal, might limit ac- ‘cess to the facility. _ But that kind of think- ing is completely wrong, said Kemp, in adding. that . ‘Fortune would welcome all ‘customers as the more there ‘are, the more money it will ‘make. | : www. hawkair.ca SA), i is chipping in approxi- mately $700,000 for the new baggage screening area. CATSA will also review the bids before the contrac- tor is chosen. ‘Brown said the not-for- profit society which runs the ‘airport is aware that rising’ construction costs may af- fect the bids but won’t be worrying until it views the numbers it receives. “We have.the capital fi-’ nancing in place so that we _can borrow if we need to and we have a strong passenger base,” he said. The’ society decided to. expand the terminal to meet anticipated growth at the -Same time as renovating to provide the space for the new baggage screening re-' quirements because it will be cheaper over the long run than by doing two separate projects, Brown continued... The terminal expansion itself will see an addition built off of the area which once held the lounge and it will also feature-a larger waiting room for checked-in passengers. Washrooms will be located within the new” waiting room spacé.: ‘Although the work won’t be finished until next spring, - the airport will introduce the new baggage screening sys- tem the end of November, a” month ahead of the deadline set by the federal govern- ment. “We really want to have Laurie Brown the system up and running, said before the deadline,” Brown. It will mean passen- | gers will have two check-in s, one for their . -luggage and one for them-_ procedures, selves. “We had thought about asking for an extension but. nobody thought it was a good idea but, us,” said Brown of: the: baggage ‘screening re- quirements. ” Those, requirements are being put in place at airports across Canada as a follow -on to heightened security brought on by the terrorist attacks of Sept. 11,2001. ‘Brown did warn that’de- parting passengers will have — to show up at the airport “earlier than is the case now . in order to have their bags screened. 6 Machines & Supplies Check « & Compare Before You Shop!
