E eae ek ee ee ree ae _ Mixed views on fish plan | 2% FEDERAL FISHERIES minister Fred Mifftia’s plan to cut the B.C, commercial fisheries fleet in half is receiving a mixed reaction upriver. Mifflin’s plan won't affect sport fisheries in the Skeena region one way or another, according to Skeena Reform MP Mike Scott. Scott says that the plan does have some positive aspects such as area licens- ing. Area licensing prohibits southcoast-licensed boats from heading north to fish, as they have in the past, when fishing was poor in southern walers. ~ But Scott points out that under the Mifflin Plan fishermen can buy multiple licences, known as ‘stack- ing’, and fish in multiple areas, “Twenty per cent of the - boats catch 80 per cent of the fish,’’ he says. “These are the most efficient, professional fishers, and they will have to fish as hard or harder to pay for ~more licences. So from this point of view, the plan won't help conserve stocks.”? According to Scott, the most pressing danger to both commercial and sport fishing on the northcoast is the lack of fishing regula- tions between B.C. and Alaska. “Ti’s pretty much an un- disputed fact that 60 per cent of the chinook taken in Southeast Alaska are Cana- dian fish,” he says. ’ **Massive commercial over- fishing by Alaska has a much more profound effect than anything the Mifflin Plan does,’? But Temace resident Bruce Hill of the Steelhead Society disagrees. “The Mifflin Plan is criti- cal to sports fishing,’’ he says. ‘It has to go forward if we are to rebuild stoc! Hill claims that most of the arguments against the plan are misinformed. He agrees that the fastest, most modern boats will buy multiple licences and fish the whole coast. “But you simply can’t cut the number of boats in half and not reduce the catch,” Hill says, According to Hill, rumours of increased corpo- rate concentration in the fisheries and possible col- lapse. of coastal com- munities resulting from the plan are unfounded, *T’ve talked to major pro- cessors and they have no in- tention of buying the small- er boats,’? he says. ‘‘And the corporate concentration of seiners is a fait accompli, It happened decades ago.’* Hill admits that the Mif- flin plan will not reduce the catch by 50 per cent.
