Council shorts Auditor finds faults - City auditor Carlyle Shepherd is not happy. with some of the things it found when carrying out this year’s Interim report on the city’s accounting records and systems. It had been low bidder at $10,100 plus GST compared io the $11,500 offered by McAlpine and Co. No study grant yet Council wants more information before it decides whether to came up with $10,000 for a study on post- secondary education i in the, community. . The request comes from the Terrace University Access Couinel (TUAC) which wants to set up a special commission to examine the - roles of Northwest Community College, the new University of Northern British Columbia, the Open Learning Institute. and- southern B.C, universities in providing higher education for people here, It would also decide what type of program was best for the cily and which instilulion should provide it TUAC had said it hoped to raise a further $4,000 through private donations which would cover the remainder of the estimated study cost. However, aldermen last week accepted a finance committee recommendation.a decision be postponed until TUAC can produce more details on study costs and what other organizations will be contributing towards those costs.. ' . Budget gaps need filling The finance committee has been asked to look into three capital expenditures made this year which were not covered in the budget, Ina memo to council, treasurer Keith Norman explained the items were $17,540 on paving behind the Happy Gang Centre, $14,500 on: paving the alley behind the post office and $1,444 travel cx- penses incurred checking out possible designs for the proposed new animal shelter. ‘Predicting the city’s operating budget would again finish with a ‘surplus, Norman suggested that moncy be used to pay off all or part of the capital expenditures.
