City Engineer SUBJECT: Proposed Blasting Regulation Bylaw (Public Works Committee Meeting, August 28, 1990) Recommendations: 1. That the City Clerk be directed to prepare the attached ew 3lasting Regulation Bylaw for adoption by Council. 2. That upon adoption of the proposed new Blasting Regulation Bylaw, Council repeal the existing Blasting Regulation Bylaw No. 13. Background & Comments: The Committee considered the attached letter from McKenzie Murdy which contained a draft of the proposed new Blasting Regulation Bylaw. The updated Blasting Bylaw has provisions for the following: 1. Occupants of any dwellings within one hundred metres must be first . notified and consent must be obtained for blasting within ยป 300 metres of any school building. The holder of a Blasting Permit must demonstrate that there is adequate insurance and must save the City harmless from any liability. Blasting may only be conducted on Monday to Friday between 8:00 a.m. and 4:00 p.m. The person in charge must provide at least two assistants to notify occupants of buildings and to protect all persons and vehicles.
