Eng., City Engineer SUBJECT: Selection of Consultant - Handley Crescent & Penny Place Pump Stations (Public Works Committee Meeting September 6, 1989) Recommendation: 1. That the design work for the replacement of the Handley Crescent and Penny Place Pump Stations be awarded to Dayton and Knight Engineering Consultants for the following estimated fees. a. Handley Crescent Sanitary Pump Station $ 7,330 b. Penny Place Pump Station $11,520 2. That an estimated additional $1,600 be transferred from the Water Capital Reserve into the 1989 Water Consultant Budget to cover the additional design fees required for the Penny Place Pump Station. Background and Comments: Earlier this year, Council gave preliminary approval to the replacement of the aging Handley Crescent Sanitary Pump Station and the Penny Place Water Pump Station. This preliminary approval enabled staff to apply for grants under the Provincial 25% Water and Sewer Assistance Program. Confirmation was received this summer from the Province approving grants in the amount of $37,500 and $62,500 for the sanitary and water pump stations respectively. Prior to bringing these projects to Council for formal approval it is proposed that detailed designs and cost estimates be prepared. Due to the complexity of the pump station designs, the services of outside consultants are required. Invitations for proposals were sent to five Consulting firms. The attached report from the Deputy Engineer summarizes the results of these invitations. In reviewing the Deputy Engineer's report the following should be noted: 1. Dayton and Knight have given the City a discount on their consulting fees if they are awarded the design work for both pump stations. This explains why their fee for Items A and B combined is less than the arithmetic sum of the respective fees for Items A and B. 2. Dependent upon the volume of work for City crews, the construction of the sanitary pump station may or may not be done in-house. On the other hand, because of the variety of specialist contractors and suppliers which will a. 87
