Peters, City Engineer SUBJECT: Parking on Kitchener Avenue RECOMMENDATION: That parking be eliminated on the south side of Kitchener Avenue from Westwood Street to thirty meters east and that the existing and proposed parking restrictions be properly enforced. BACKGROUND AND COMMENTS: Attached is a copy of a letter received from a resident of the area around PoCo Place. It describes in some detail the problems experienced by residents of the area. We have also had several telephone complaints. XY do not agree with the need to completely eliminate parking from the street. The street is wide enough to handle parking on both sides and still provide two lanes of traffic. The street is also owned by the public and cannot be preserved for private parking. However, I do recognize some of the problems that are mentioned. We previously eliminated parking on the north side near the intersection of Westwood but. find that cars parked on the south side also interfere with traffic both turning off Westwood onto Kitchener and also with the visibility from Kitchener to Westwood. I would therefore recommend that we eliminate the parking from the intersection to thirty meters east. The remainder of the south side should be retained for long term parking, both of employees of the shopping center and of commuters who leave their cars and catch the bus into Vancouver. If we do not provide some location for these people to park, they will end up on other residential streets which are less desirable to be used for parking. If Council feels the need to make some of the north side of Kitchener Avenue available for residents of the street to use during the day, it could possibly be done by the creation of a 2-hour parking zone from 8:00 a.m. to 5:00 p.m., Monday to Friday.
