November 25th, 1974 A regular meeting of the Municipal Council of The Corporation of the City of Port Coquitlam was held in the Council Chamber, Port Coquitlam City Hall, 2272 McAllister Avenue, Port Coquitlam. B. C. on November 25th, 1974, at 7:30 p.m. His Worship Mayor J.M. Campbell, Aldermen J.J. Keryluk, G.R. Laking, E.W. Mabbett, P.F. Ranger, M.A. Thompson, and L.M. Traboulay in attendance. Also in attendance were Chief Administrative Officer L.D. Pollock, City Clerk R. A. Freewan, Assistant City Engineer D.N. Lockwood, P. Eng., City Planning Officer Lanson Lee, City Building Inspector N. Chernoff, Fire Chief W.S. Wingrove, Works & Utilities Superintendent G. Ulmer, and Mrs. B.M. Aalten. ZONING PUBLIC HEARING: His Worship Mayor J.M. Campbell advised the meeting the following proposed By-laws to amend the "City of Port Coquitlam Zoning By-law, 1969, No. 918" would now be considered: 1. By-law No. 1334: to provide - {a) A definition of "Usuable Open Space" and a requirement therefor in certain Zones. (b) A requirement for landscaping and screening in certain Zones. (c) Altered yard requirements in certain Zones. All property in the City will be affected by one or more of the provisions contained in By-law No. 1334. The Planning Officer advised that the By-law contains five minor amendments to the text of the Zoning By-law, viz: a definition of Usuable Open Space; Landscaping and Screening requirements (except in the A~l, A-2, RS-1, or RS~2 Zones); reduction of the required set-back on lots with a width less than the required minimum that existed on or before the effective date of the By-law of 10% from an interior side lot line and 20% from an exterior side lot line; a definition of Usuable Open Space applicable only to apartment areas; and siting requirements for buildings in Commercial zones with respect to the front, rear, interior side and exterior side lot lines. Alderman Thompson stated his concern with respect to the reduction of required set-backs as to the possibility that stairs and landings of dwellings side by side could actually touch, and the City Planner advised such construction would be in contravention to the fire requirements of the National Building Code; however, projection could come within 2' of an interior sideyard.
