Dear Mr. Minister:

RE: 8.C. Hydro Burrard Thermal Electricity Generating Station
Operational Upgrading

At their meeting of December 13; 1993 Council reviewed investigative information
provided to them by the City's Environmental Protection Committee and
unanimously adopted their recommended resolution. Accordingly, we urge the
Provincial Government:

° to review B.C. Hydro's application to increase the use of Burrard
Thermal;
to confirm that B.C. Hydro will be required to apply for an Energy
Project Certificate; and
to direct that B.C. Hydro undertake a fu" environmental review of its
operation and proposed upgrade.

/ttached is a certified true copy of the resolution. Copies of this resolution are
being sent toll Lower Mainland Municipalities seeking their support.
