Deputy City Engineer SUBJECT: , Consulting Engineer Appointment Shaughnessy/Wilson Intersection Recommendation: That Delcan Engineers and Planners be appointed as Consulting Engineers for the design and constriction of the Wilson/Shaughnessy Intersection at a fee of $20,000 including GST. Backeround & Comments: The intersection of Shaughnessy and Wilson requires upgrading with both signalization and channelization for increased traffic handling ability. The intersection is on Shaughnessy Street which is a DCC road under the Bylaw; however, this specific intersection was not identified as a DCC item. The Chevron Gas Station at the comer of Wilson and Shaughnessy is slated for redevelopment in 1992 and it is proposed that the intersection be upgraded in conjunction with this development. | It is therefore planned to include this intersection upgrading in the revision to the Roads DCC Bylaw which will go to Council in the near future. I was instructed to call proposals for the intersection design work and make a recommendation for awaxd. Four Consultants were requested to subr.. proposals for the intersection design and ‘construction. Three proposals were received. .a UMA Engineering, Delcan Corporation Ltd., and R.P. Shaflik Engineering Ltd. The four: Consultant, Urban Systems Ltd., declined to submit on this occasion. oe The bid from R.P. Shaflik Engineering Ltd. was conditional on doing only the, electrical portion of the project and did not include the civil works and therefore was rejected. The two remaining qualified bids from UMA and Delcan were individually analyzed. The two qualified bids were comparatively equal in all areas of the evaluation.
