The cost of the project will not be known until proposals are received. However, for -
planning proposed we assumed that 20 municipalities will participate and the costs:
will fall within the ranges as follows: | . ir BS

Option 1 - $20,000, - $30,000,

Option 2 - $30,000. - $50,000. | ;
Option 3 - $50,000. - $70,000.
Option 4.- 0.

After a review of various funding mechariisms, we are recommending that muy aici-
palities participate financially on the basis of population. Our proposal is outlined in
