Boileau SUBJECT: Certificate of Occupancy on the Agenda Discussion took place on the required amendment to the Building By-Law #1298 to require posting of a certificate of occupancy for commercial occupancies. At the present time occupancy changes are controlled by business licence issuance. The Licence Department circulates a form to notify various departments that a certain business has applied for a business licence, sub- sequently inspections of premises are done for compliance of the use to the building. Growth in the Industrial and Commercial Areas has caused some buildings to become hazardous because of renovations or extension of uses beyond what the licence was issued for. With the occupancy permit we intend ‘to have documented proof us to the exact use that is permitted; although this will not eliminate unapproved uses it will facilitate enforcement of regulations if necessary. The Sertificate of Occupancy does not change any regulations for ourselves or anybody else, it does change the procedure for processing applications of occupancy from a business licence to the formal occupancy certificate. This City will not be the first to institute this procedure. Other cities in the Lower Mainland use this method.
