That the Public Works Committee consider the installation of a swing gate at the end of Connaught St. to restrict access to the Brown St. R/W located south of Connaught and Pooley at a cost of approx. $1,400 Attached-is a memo from the City Clerk requesting that the Public Works Committee investigate the necessity of a swing gate at the end of Connaught. Ave. " No Post " barricades were installed there in August of this year at the request of the Bylaw Dept. There were a number of complaints received in the Bylaw Dept. regarding vandalism, drunkeness, excessive noise, and vehicles driving up and down the lane R/W (Brown St. R/W) south of Connaught. In this R/W is the G.V.R.D. sanitary force main. There should be access to this area for G.V.R.D. staff in case repair work is necessary. Gord Routley of the Fire Dept. investigated the site and suggested that the Fire Dept. should have access to all open laneways where there is access by the public. Access by the public creates the potential for emergency calls to the area.(ex. kids on dirt bikes) NOTE: 1) Access should be made for pedestrian traffic similar to that provided for public access to the dykes. 2) Attached is a design for the standard gates now in place at the end of Dominion, the end of Prairie, and at Cedar Dr. accessing the dykes. Over the course of time, these gates have proven to be inferior. I would suggest looking at the swing gate at the Welcher Dump which was installed 20 years ago and has not needed much maintenance nor has it been broken, ramrned or replaced due to vandalism.
