(a) No person shall operate a vehicle on a highway unless the vehicle is constructed and loaded as to prevent any of its load from dropping, shifting, leaking, or otherwise escaping therefrom, provided that sand may be dropped to secure traction and water may be sprinkled on a roadway in cleaning or maintaining the roadway. (b) No person shall operate or use a vehicle on a highway unless any load and any covering on the vehicle are securely fastened so as to prevent the covering or load from becoming loose, detached, or in any marmer hazardous to other users of the highway. 604. Subject to the provisions of this Bylaw and the Motor Vehicle Act: (a) a Class 1 Vehicle or Class 2 Vehicle may be used or be present om any highway in the ity; and ; (b) subject to the provisions of Section 605, a Class 3 Vehicle may only be used or be present on the following highways or portion of highways: (i) on that portion of Mary Hill Road between Kingsway Avenue and Elgin Avenue; on Kingsway Avenue; on Broadway Street; on that portion of Elgin Avenue between Mary Hill Road and Shaughnessy Street; and on that portion of Shaughnessy Street between Elgin Avenne and the Lougheed Highway. Notwithstanding Section 604(b), a Class 3 Vehicle that is an emergency vehicle, or is operated by a municipal, regional, provincial, or federal government agency may be used or be present on any highway in the City. Notwithstanding Section 604(b), a Class 3 Vehicle may be present on any highway in the City for the purpose of moving, by the most direct available route connnecting a highway or portion of highway listed in Section 604(b), to or frorn a: (i) documented loading or unloading destination on a highway in the City not listed in that Section, for a local service call; (ii) lawful overnight or longer term parking or vehicle storage space in the City; (iii) repair or maintenance garage in the City; or (iv) highway construction or maintenance site in the City where that vehicle is engaged.
