The Engineering Department offers the following comments regarding the proposed Chantel Landing Restaurant and condominiums for 1884 Argue Street: Boads 3 We will require a traffic study to show that traffic generated, particularly in the AM and PM peaks, will not affect the intersection capacity at Pitt River Road and Mary Hill Bypass. We are concerned with the intersection of Pitt River Rodd and Argue Street. Previous developments were approved since the low traffic volumes generated at this intersection would not influence or be detrimental to the intersection oepration of Pitt River Road and the Mary Hill Bypass. In a 1988 traffic report it was suggested that the geometrics of the Argue and Pitt River Road intersection would have to be upgraded as soon as more infill in the area created higher traffic volumes. Under the Roads Development Cost Charge Bylaw this area is designated for special treatment to assist with geometric upgrading of the intersection of Pitt River Road and Argue Street and other road amenities. It appears that Argue Street is a frontage road right of way over top the Mary Hill Bypass right of way in favor of the Ministry of Highways. In other words, Argue Street is somewhat under the control of the Ministry of Transportation and Highways for final approval of any road works. The developer has proposed a road standard that dees not conform to our Bylaw. Since this property fronts only a portion of the over all Argue Street service road it is important that the same standard be used throughout. The developer would have to discuss his proposed standards with us further. | SS | We will require the written approval of the Ministry of Transportation and. ‘Highways particularly as it pertains to parking requirements, building setbacks, chain link fencing and use of the service road. Storms Sewer: We will require a developer to infill the ditch and complete storm sewer installation across frontage.
