V3C 2A8 Dear Mr. Freeman: Re: Recommendations Regarding Taxi Regulations At the request of the District of Burnaby, the Board of the Greater Vancouver Regional District was asked to consider how the quality of taxi service in Greater Vancouver might be improved through changes in licensing practices, operating regulations and regulation enforcement, and whether the GVRD should play a role in licensing, regulation or enforcement. Subsequently, the Regional Administrative Advisory Committee (made up of city managers and administrators) was directed by the GVRD Executive Committee: "to examine means of standardizing requirements and fees where practical and possible, rather than to relocate the licensing function of municipalities, with respect to taxi cab service, and to address the situation with regard to taxi service in connection with the Vancouver Airport." At RAAC's direction, the GVRD engaged a consultant, Ms. Marian Robson, to identify issues under contention from the points of view of taxi Operators, users and regulators, and to assess alternative courses of action. Her report was referred by RAAC to a subcommittee which proposed recommendations which RAAC brought forward to the GVRD Executive. The subcommittee's report was discussed with senior officials of the Motor Carrier Commission. They indicated general support for efforts intended to improve taxi services and suggested that the MCC may be prepared to participate in efforts to implement some of the proposals. RAAC considered that recommended measures would address most issues pertaining to taxi service to Vancouver International Airport and, in combination with improvements introduced by airport officials, can ensure that there will be a sufficient supply of taxis of adequate quality servicing the airport. RAAC also agreed that the principle of reciprocity of enforcement - namely to allow license inspectors from Municipality A to enforce the proposed common by-laws on taxis from Municipality B operating on A's territory - has merit and should be examined. 1986
