COUNC JUL 24 197g MEMORANDUM Members of Council Juky 20th, 1978 JM. Campbele Mayor 3 Rezoning T would Like it to be known that I am in complete disagreement with the “Council's decision to withhold zoning until the burning question is settied. I'm very sonny that I was not present at the meeting because I would have vigorously opposed it. Zoning must be completely separated from burning. There 4s no connection between the two. One - the right to apply for zoning 4 a right of every Andividuak. It is the right and duty of every Council member to consider each zoning on its merits and to make a decision. Once that decision db made, then the clearing and burning is a Separate decision and majority opinion must be accepted. In ak my years in office, this has been the most divisive subject on the agenda. Bitterness and personalities have entered into 4t, destroying the businesslike manner we always followed to canny out City business. ANE RNa as CEE Na Etat cm ta Ake of us have our hang-ups and many times I have been opposed to Councié decisions. But once they were made I accepted them and made sure that decision was carried out. 1 have only used my power under Bile 180, twice an 10 years. I have always had enough respect for the members of Council to abide by their decisions. T now urge you to reconsider your decision and get back to the business 0f managing the City. I'm fully aware that two members of the Council ane violently opposed to burning and I respect their stand. But they too must respect the stand of others. ALL of us have said, at one time or another, that we had the night to change our minds. This is the democratic process and must be adhered to. PATA pate Seren! Present your point of view but be totally prepared to accept majority opiirton. T§ we do not accept this as our way of Life, the City Will. suffer and we ame not capable of governing.
