April 7th, 1975 advised that in discussing the matter with the City Clerk of Vancouver, he had stated that in his view biennial Council elections have not decreased public apathy, but more persons are running for office and money is still being spent getting the voters' list prepared. Alderman Traboulay stated he felt that having elections every year makes Council. members more accountable to the public for their actions. Alderman Mabbett referred to the figure of $8,040.00 spent for the 1974 municipal election, and queried whether or not there was any financial participation by the Provincial Government in that regard. The City Clerk advised that the City received 50% of certain costs and 100% for the cost of printing voters' enumeration cards; also, 50% of the actual cost of enumeration; however, there is no guarantee that such assistance wiil continue in the future. Mayor Campbell stated he felt it would be easier to operate a Council on a 2-year term; however, he expressed concern that tt . may involve politics as is apparent in the City of Vancouver, and Alaerman Thompson then pointed out that members of Council could not act as independently if affiliated with a political party. CORRESPONDENCE & REPORTS FOR INFORMATION: From the Senior Building Inspector, being the report of building Mar/74 Report-Bldg. permits issued for the month of March, 1975. Alderman Mabbett referred permits issued to the figures at the top of the second page showing 31 single residential permits issued for March, 1975 as compared with 125 for the same period in 1974 and the City Clerk advised that the latter should read 39, as the amount of 125 included all building permits issued during the month of March, 197%. Alderman Mabbett commented Insp.Dept. that there are a number of untidy premises in the City where no action seems to be taken and Mayor Campbell suggested that Alderman Mabbett bring in a list for review by the Inspection Department.
