A delegation from Local 389, Canadian Union of Public Em- ployees appeared before members of the North Vancouver District Council Monday, Oct. 21, with a brief opposing the layoffs and requesting that council reconsider its decision to disband the con- struction crew. The brief, signed Thomas Silva, president of the CUPE local, said that the union had been informed that when that when the con- struction division is disbanded, the construction machinery will be sold. ‘‘Then, we assume, that as new projects are undertaken they will be let out to contract,” said the brief. The brief adds that members of the union believe that what is happening is the result of a deliberate policy to open the door to the contractors. The union says that with proper planning and co-ordination there would be steady work for the construction division for many years to come. It points to the expansion on the North Shore and the area’s services like schools, shops,. playgrounds, etc. The brief also points out thatin case of heavy snowfalls. the municipality will i have to solicit theuse of machinery Donald “Dusty” Greenwell from contractors who in the main been on the sick list in “ are not interested in such short- yVjncent’s Hospital and is expected term jobs. home this week. Greenwell is a Woolworth rather close than recognize union The Retail, Wholesale and Department Store Union in Duncan ‘charged recently that the F. W. Woolworth Co. Ltd. store is threatening to close down rather than sign a union contract. Red Visser, union spokesman, said management had told union staff members of the company’s threat. The union was awarded. cer- tification on August 8 by the BC. labor board and the union gave notice to negotiate a first contract August 22. The certification would cover about 80 people in the Vancouver Island centre. Known throughout North America for their anti-union stand, the Woolworth Store in Duncan is believed to be the only unionized store in their North American ‘chain. President of IWA local 1-80, Fernie Viala, said “‘if the in- formation we have is correct, this company is violating the Provincial Labor Act, but in a most callous way they are violating the right of workers to negotiate an agreement.’’ He said. the Woolworth management’s threat to close downis a cavalier attitude and that IWA officers intend to investigate this very serious situation and give full support to the employees. The Woolworth employees have also been given support by the Nanaimo, Duncan and _ District Labor Council. George Pop- plestone, president, said the labor council will not tolerate coercion, intimidation or other unfair labor practices to prevent the Woolworth employees from obtaining a first contract. “In this enlightened age, Woolworth’s must be prepared to negotiate as responsible em- ployers,” Popplestone said.
