STOP THE BETRAYAL OF CANADA! Unite for Peace and Canadian Independence DRAFT RESOLUTION FOR THE FIFTH CONVENTION OF THE LABOR-PROGRESSIVE PARTY — 1, A New National Policy for Canada — OUR country faces a growing and all- pervading crisis. It is a crisis of na- tional policy. ; The problems of effective action to restore the sovereign independence of Canada, to make her an active force for peace, restore the supremacy of, Parliament, meet the threat of economic crisis, strengthen Canadian democracy and protect the people’s welfare — all hinge on the central question: “What are to. be the aims of Canada’s national policy?” : There is a striking parallel between the crisis of national policy confronting Canadians today, and the crisis of na- tional policy in the 1860’s which was solved by Confederation, Canadians, then, were confronted with inexorable alternatives: either unite and develop the whole of British North America or see it absorbed by the aggressively expan- gionist United States. Forward-looking men and women who wanted to be Canadians demanded a stop to the in- creasing United States encroachments. The great historic achievement of the Fathers of Confederation and their suc- cessors was that they laid the founda- tions of a great nation — a united Can- ada stretching unbroken from sea to sea, With expanding modern industry and agriculture to utilize its matchless re- sources. In contrast to these patriotic nation- _ building aims the federal government is pursuing today an anti-Canadian policy. ‘Fhe St. Laurent government, with the support of the Progressive-Conservative Party and the leadership of the CCF and Social Credit parties, has abandoned the course of Canadian nationhood charted by the Fathers of Confederation, and has accepted for our country the humil- Historic scene of Fathers of Confederation, 1867. “The St. Laurent government, with the support of the Progressive-Conservative Party and the leadership of, the iating status of an abject satellite of the U.S.A. This policy reflects St. Laurent’s fantastic obsession that the future of Canada must be that of a dependent satellite of United States imperialism in its drive to a suicidal imperialist war for world mastery. The monopoly capitalists and their political representatives, the St. Laurent government, have discarded the aim of the full development of Canada. The St. Laurent government describes its policy as the “integration” of Canada with the United States, It is in fact the sacrifice of Canada to the United States. Under it the St. Laurent) government has changed the direction of Canada’s economy, making it dependent upon U.S. preparations for imperialist war, militar- izing the economy at the expense of a real development of Canada’s produc- tive forces. Sacrificing living standards and refus- ing to establish National Health Insur- ance it spends over two billion dollars a year on preparations for war. It has engineered the alienation of our natural resources to ownership and control by Wall Street to feed U.S. war plants on terms specifically designed to prevent the development of great basic industries to process those raw materials in Canada. The St. Laurent government played” an aggressive role in the founding of NATO and ‘in the prosecution of the cold war, involved Canada in imperial- ist intervention in Korea, maintains Canadian forces in Europe, while agree- ing to military occupation of the strategic areas of Canada by U.S. forces, with immunity from Canadian laws. Its pol- icy has led to the recent United States demand for outright occupation of more than a million square miles of our Northland, a vast area comprising more than a third of Canada and endowed with enormous mineral wealth. They commit these crimes against the people because they seek to share in the drive of the U.S. for world mastery and anticipate rich profits from, it. As the Fourth National Convention of the Labor-Progressive Party warned Canadians in 1951: The St. Laurent gov- ernment has “. . . tied Canada’s econo- my to the U.S. war machine, betrayed every electoral promise of socia] reform, in favor of the open adoption of a ‘guns before butter’ program — all as part of the planned outcome of its calculated long term aim: to turn Canada into a completely dependent satellite of the United States.” (Main Resolution, Fourth National Convention LPP.) From being a historically progressive force, the capitalist class has become anti-national. Having lost faith in the stability of the capitalist system it seeks now to make maximum profits quickly by selling vital areas of our country and reducing Canada ‘to a reser- voir of raw materials for United States war industries. The St. Laurent government and the agents of U.S.. imperialism in Canada reject the conception of a democratic Canadian consciousness, deny Canadian national tradition and culture. They ad- vocate”™ cosmopolitanism — the ~ sup- planting of Canadian culture and tradi- tion by U.S. “dollar culture” which ex- presses the U.S. drive to dominate the world. In varying forms and around different immediate issues, there are already tak- ing shape struggles and forces which will eventually unite the majority of all Canadians. * * * "THE struggle for peace is inseparable from. the struggle for Canadian independence. The drive to ,war, which is the in- evitable accompaniment of imperialism, has become fiercer, and continues to threaten millions with horrible atomic destruction. United States policy hastens crisis in the economy of country after country actively intervenes in their in- ternal affairs in order to establish mili- tary bases on their sovereign territories, bludgeons them into endorsing U.S. pol- icy, and openly rearms Germany and Japan. The camp of war and crisis is, how- ever, meeting growing resistance from the masses of the people. The camp of peace is led by the Soviet Union which steadfastly advances, day by day, proposals for the peaceful settle- ment of all disputes, the recognition of the sovereign rights of all nations and peaceful co-existence of the capitalist and socialist states. The peace camp is becoming stronger --as-the-horrible-consequences of U.S. im- perialist policy become clearer and as U.S. policy itself plunges from crisis to crisis. The proposals of the peace camp are. actively supported by hundreds of mil- lions throughout the world.
