DISCUSSION: Approval of this application will permit the development of an apartment pbuilding within the Downtown Apartment Area. The design of the building is compatible with proposed or recently puilt projects in the Downtown Area, and conforms to the design guidelines outlined in the Official Community Plan. The front yard and exterior side yard setbacks have been reduced in accordance with the Downtown Development Permit Area guidelines. The interior side yard setback conforms to bylaw requirements. A relaxation of the rear yard setback (from the required 25 ft. to 20 ft.) is being requested in order to accommodate the building design. An indoor recreation area is provided on the main floor of the building ‘th direct accesg to two:ground level outdoor recreation areas available for uge by the residents. Both types of recreation areas have been provided in accordance with the Zoning Bylaw requirements. The height of the proposed building will vary from approximately 44 ft. to 47 £t. at various points around the building, measured from the natural grade. As this exceeds the permitted height limit of 39 ft. for RMN-4 zoning, a relaxation is required. In this area, the building has to be raised in order to meet the minimum habitable floor elevations for flood-proofing purposes. In order to reduce the impact of raising the building, the fourth - . floor has been stepped back and recessed on all sides. The Planning — | .
