That this application be approved to proceed for rezoning from RS-1 (Large Lot Residential) to RM-4 (Apartment) under Section 963 of the Municipal Act subject to: a) Completion of a design to the satisfaction of the Director of Planning; b) Satisfaction of Engineering Department requirements; c) Submission of landscaping plans to the satisfaction of the Parks & Recreation Department; d) Satisfaction of Building Department concerns; e) Consolidation of the properties into one lot; £) Issuance of a Development Permit. That the Planning Department be authorized to draft Development Permit No. 107/92; and 3. That the Mayor and Clerk be authorized to sign the documents, when completed, subject to the conditions noted above. BACKGROUND: A thirty-six (36) unit apartment building at 2259 and 2265 Welcher Avenue is the subject of this rezoning and development permit application. The site is currently zoned RS-l (Large Lot Residential) and is designated for "Apartment" in the Official Community Plan. The project is also within the Downtown Development Permit Area.
