October 19th, 1981, A regular meeting of the Municipal Council of The Corporation of the City of Port Coquitlam was held in the Council Chamber, Port Coquitlam City Hall, 2272 McAllister Avenue, Port Coquitlam, B.C. on October 19th, 1981 at 7:30 p.m. His Worship Mayor G.R. Laking, Aldermen M.D. Gates, J.J. Keryluk, E.W. Mabbett, A.K. Muldoon, L.M. Traboulay and M.R. Wright in attendance. Also in attendance were City Clerk R.A. Freeman, City Engineer F.E. Peters, P. Eng., Planning Consultant A, Phillips, Works & Utilities Superintendent G.W. Ulmer and Mrs. D.L. Vyse. ZONING PUBLIC HEARING: Zoning Public Hearing: His Worship Mayor G.R. Laking advised the following proposed by- B/L. #1860 - 3076, 3080 & laws to amend the "City of Port Coquitlam Zoning By-law, 1979, Na. 1651" 3088 Flint St. RM-1 to RM=4 would now be considered. By-law No. 1860: To rezone Lot "B" and Lots 3, 4, 2, and 6, Block 23, District Lot 464, Group One, Plan 2240, New Westminster District, from RM-1 to RM—~4. This property is located on the east side of Flint Street just south of Fraser Avenue and has the civic addresses 3076, 3080, and 3088 Flint Street and it igs expected that a 24-unit apartment complex wili be constructed on the property following completion of the rezoning procedures. The City Clerk advised the Public Hearing was deferred from the regular Council meeting held on October Sth, 1981 and advised receipt of a petition from the developer containing signatures of 14 property owners who were in favour of the proposed development. Mr. James Dobney, Property owner of 2015 Fraser Avenue, made a presentation to Council advising the residencs' vornserns regarding the proposed development referring to the high density housing development proposed and expressing concern regarding the proposed increase of population for one area with regard to increased traffic and parking problems as well as increased school enrollment. Mr. W. Esplin, property owner of 2029 Fraser Avenue, read a petition from the residents objecting to the proposed rezoning. Mrs. E. Esplin, 2029 Fraser Avenue, expressed her concerns regarding the possible increase in school enrollment and stated in her opinion the children living in an apartment would have no yard to play in and the
