No one was present in opposition to the foregoing proposed. Zoning By- Jaw Amendment, although Pastor J. Rowse, representing the Mary Hill Baptist Church, was in attendance. 2. By-law No, 1274: . to. authorize the Council to enter into a Land Use Contract with Rockwood Developments Ltd. in the form and to the extent. set forth in “Land Use Contract No. 4" which Schedule is annexed to and made part of the By-law and the said Land Use Contract No. 4 shall extend to and shall regulate the development and use of lands described as Lot 12, District Lot 380, Group One, Plan 1392, Except all that portion lying North of Highway shown on Plan 10030, New Westminster District. This prop-rty is located at 2548 Lougheed Highway and upon its issuance Land Use Contract No, 4 will permit the Land, buildings, and structures located thereat to be used for RM-1 (Low-Density Apartment Residential} uses only in order to permit the construction on the said preperty of a cluster home development consisting of eight living units and various pro- visions are contained in the By-law concerning the subdivision of the pro- perty; the size, shape, and siting of building and structures; the provi- sion of off-street parking and loading spaces; and various other matters. The City Clerk reported that the following two items of correspon- dence were submitted in connection with the above-mentioned By-law: 1. A joint letter dated October 15th, 1973 from Metro Motors Ltd., Lessee, and Bowren Investments Ltd., lessor, of the property located at 2505 Lougieed lighway oppesing By-law No. 1274, suggesting that the. trend of developing commercial outlets on that portion of the Lougheed Highway be continued, and pointing cut that as the Lougheed Highway is an extre- mely busy and noisy artery, these factors would not make for advantageous residential development or happy residents. 2. A memorandum from the City Clerk, October 10th, 1973 referring .to the fact that the property covered by the Land Use Contract is being subdivided into two lots - one of which will be used for RM-1 {Low-Density Apartment Residential) and the other as the site for a Single Family Residence - and since Section 3 of the Land Use Contract, as drafted, enly provides for the RM-1 use, recommended the following change. be made prior to the By-law re- ceiving third reading: .
