Mosquito Control Program The Vector Control Officer, Mr. Art Guite’', reported to the Committee that the Health Unit have been provided with eight students for the summer months under the Provincial Government work program and that it would not be necessary to hire staff locally to carry out mosquito ground control work. Council will recall that $2,500. was provided for some work in this regard. Mr. Guite! reported that spraying had already been undertaken of the Sewage Lagoon and that spraying at this stage would be confined to larviciding by ground contrel methods. He also reported that he had been using a mocorized backpack spray unit which appeared to be far more effective than the hand operated units and that Coquitlam had agreed to purchase one of these units amounting to approximately $250.00. He requested that Port Coquitlam similarly provide one unit. The Committee agreed that one of these units should be purchased from the funds allotted by Councii for mosquito control work. It was also mentioned by Mr. Guite'’ that no arrangements had yet been made with the Department ot Indian Affairs for spraying of the Indian Reserve area and that if arrangements could not be made to spray the Indian Reserve it would destroy the effectiveness of our work on ground control within the City. Mr. Guite' would be contacting the Indian Band to see if they would apply for a grant from the Department of Indian Affairs to carry out some spray work on the Reserve. B.C. Hydro Arnott-Kidd No. 2 Transmission Line Council will recall previous discussions on the Arnott-Kid No. 2 Transmission Line to be constructed by B.C. Hydro through the Municipality of Delta. The Municipality has been endeavoring to have B.C. Hydro place the construction underground rather than by way of an overhead transmission line. The Minister of Lands and Forests has now informed the Municipality of Delta and the City of Port Coquitlam that the cost of going underground would amount to some $14,250,000. compared to $3,520,000. for the present overhead construction. Information has now come to the Committee that the underground price quoted includes the costs and penalties incurred if contracts presently let for the overhead construction are cancelled. These contracts apparently have been let in spite of the protests of the Municipalities, The Committee requests that Council approve writing to the Minister of Lands and Forests to obtain further information and a cost breakdown for this project. Control of Tree Cutting Within che City The Committee have noted that from time to time the City is faced with a decision on removing trees on City property or road allowance and the Superintendent or the City Engineer are faced with the moral dilemma of trying to decide whether the trees should be removed or whether the matter should be referred to a Committee of Council and if so which committee. The Health Committee recommend to Council that the Chairman of the Health Committee be designated as the contact person for decisions of this nature. If the Public Works Crew are faced with a decision on removing a tree that is either dangerous or inter- fering with construction that the decision be made through consultation with the City Engineer and the Chairman of the Health Committee, LDP:da
